Does the suveillance state actually work to make us less safe?

Does mass surveillance stop terrorism, or make it harder to stop? What would happen in our cities if police reinvested their energy and money in solving actual murders, instead of using data-driven "intelligence led policing" models, which require that police keep tabs on millions of ordinary, law-abiding people?
