Not only did the Immigration and Naturalization Service (INS) – the predecessor of the Bureau of Immigration and Customs Enforcement (ICE) – fail to process documents in a timely fashion, on at least one occasion it shredded some 90,000 records (including documents in support of asylum, visa and citizenship applications) to get rid of a huge backlog.
