Developed by the FBI’s Foreign Terrorist Tracking Task Force, STAR reportedly assigns risk scores according to various criteria such as the country of origin and whether his or her name appears on a watch list.  Once flagged by STAR, that person would be subjected to further data mining using commercial and government  databases (Washington Post, July 11, 2007).
